The FIDE rating regulations changed in July 2009. For your first part rating you need to score at least half a point against three rated players in the same event and have a rating performance above the rating floor (currently 1200). Once you have managed that every rated player you play will count towards your rating. To get a published rating, you need to play nine rated opponents in total in the 22 months after your first part rating is published on the FIDE web site.
"So, I apologise to those I told at the last Congress that half a point was not enough to get a part rating", says Paul Dupré (Congress Grading and Rating Officer).
