About the 1996 Congress
The Surrey Easter Chess Congress 1996 was held at Sutton Central Library from 5 to 8 April 1996. The event attracted 429 competitors and retained its position as the third-largest weekend chess congress in the country, behind the British Championships and Hastings.
The Frank Winter Memorial Open was FIDE-rated and was won by Keith Arkell with 6½/7. The official report records that Arkell beat both Julian Hodgson and John Emms with Black to secure first place.
Nine players completed full FIDE ratings and a further nine achieved part-ratings. The report also notes the achievement of twelve-year-old Matthew Broomfield of South Norwood, one of the youngest players in the country at the time to obtain a FIDE rating.
